You're seeing this because you have installed the sample C# plugin. And I didn't even know I'd installed it......  but seriously, I can't find "sample C# plugin" listed in the Installed Plugins page, and when I click on the popup text it goes off to the Export to XML bit. If it's really bothering you, go to Tools -> View Plugins. You can enable and disable plugins from there and you should be able to narrow it down to see which plugin is adding that test menu.
As for it's purpose, Ken provided some sample plugin code for us to play with. Initially we had an extremely hard time starting plugin projects from scratch. We eventually figured it out of course, but for a while, some people were just taking the project provided by Ken (with all the test code in it) and modifying that instead of creating new projects. That's probably how this came to be.

I had the same problem on the machine where the software is installed, but when I tried it here at the office a short while ago, I got the new version. I would suggest delete all old download files and also delete the folder that it unzips to first, then download again. Maybe that will work? | | | <---------Mithrandir, Laverne and Shirley
