Have you seen the Swedish movie "Kopps"? It's a straight-out comedy, but boy it is hilarious!
My brother-in-law who's from England loves that movie and laughs his guts out every single time! hehe.

I can't recall why I didn't like OMINC as much (I didn't dislike it), but I quite enjoyed the ending of ICTED. Watching it for the first time with friends I have to tell them to shut up so they can listen to the little conversation that carries right on. I am a fan of twist endings, and I thought it was an aptly dark (but humourous) ending to the film.

Thanks for the tip on Kopps, I'll have to look into that one. Is it safe to suppose that if your brother-in-law is in England, that there's an English-friendly (i.e. subtitled) version available? [edit]Found it[/edit]

Another cannibalistic one: Parents (1989), but unfortunately only available as a P&S hack job (ha!  ) on all video releases AFAICT (VHS/LD/DVD.)  Mild enough that this ran on daytime TV occasionally, and since seems to be a forgotten B-gem. Great score too.
Cruel Restaurant (Zankoku Hanten) also looks interesting, tho I've not seen it yet. Have read it compares to Delicatessen and Green Butchers, both which are excellent and I think already mentioned.

Also there's the classic Peter Jackson comedy-slashers: Bad Taste, Dead Alive (aka Braindead), and Meet the Feebles.  Always great for a dinner party! (no, really. we used to do this with various theme-relevant dishes - e.g. nothing like pudding with a dried apricot at the bottom served at just the right time!)

Atomic Cafe, an absurd look into the Civil Defense public service films of the cold war.

One can probably rate most of the Coen Bros. films as black comedy, really... Movie Diva listed a few, I'd certainly at least also add Barton Fink to the list.

Tokyo Godfathers also skates a slightly lighter edge of Black Comedy...

Allegro no Troppo occurs to me as well, a parody of sorts to Disney's Fantasia. Excellent original work - and the disc by HomeVision also contains quite a nice collection of Bozzetto's short films.

Jan Svankmajer's films also come to mind, many of the shorts, and the feature films: Conspirators of Pleasure, Little Otik, and Lunacy jump to mind (if particularly creepy surrealism grabs you.)
