using app on iOS iPhones and iPad

I want to add movies to my iphone and have my list also sync with my wife's iphone and my iPad.  Can I use 'Local Database' to do this? or do I need to use DVD Profiler Online?

I do not beleive you can transfer between devices without using an external source.  You will need either the online or the desktop version

When I click on the PLUS sign in the Database section of the iOS app, I get the option to choose between synching with DVD Profiler Desktop OR download from DVD Profiler Online (which apparently must be uploaded from DVD Profiler Desktop) OR a Local Database on iOS.

I quickly added a DVD Profiler Online database and eventually came to a menu along the way, which allowed me to upload my (local) collection. Once uploaded, it should be possible to download this collection to another iOS device.

Hope this helps to get you started.

I have my collection in my IPAD and would also like to upgrade to DVD Profiler for Windows. I just want to know if I can transfer all my collection on the IPAD database instead of inputting all the blurays and DVDs individually again when I upgrade. Thanks!

Yes, that's possible. You already have your collection on-line, and you can download that to the Windows version.
